SP98-D-7: ChatNoticeDispatcher ran on two threads with an unbounded queue while MemberNotificationClient waited up to 5 s + 30 s (the letter client's chat.email.* budget), so a hung EmailService grew the queue without bound. The queue now holds 500 raises; one that finds it full is dropped, counted and logged with the card it was. MemberNotificationClient has its own keys, **************** (2000) and **************** (5000): EmailService finishes writing a card whether or not the caller still waits. SP98-D-8: an edit that newly mentions somebody inside their five-second grace raised MENTIONED, and the grace's end then raised an unread-chat card for the same message. raiseIfStillUnread now skips a message whose mention row names the member.
