Drop the Import Leads tab; two sub-tabs + header button

- Remove the 'Import Leads' sub-tab; the import wizard now opens from an always-visible 'Import Leads' button in the page header. Only two sub-tabs remain: Import Templates, Past Imports. - Delete the redundant inline import-history table (Past Imports already shows real runs) and all its now-dead supporting code: imports state, loadImportHistory, LeadImport interface, ImportStatus/ statusColor/fmtProg/formatDate, and the unused imports **************** - Surface HTTP status + backend error on the templates fetch instead of an empty statusText.
