chat-routing now returns the assigned officer's NMLS, title, photo, phone, email and whether they hold a valid license for the subject-property state, plus the state itself and whether we still need to ask for it. Reuses the SAFE-Act card's resolved data so the chat can never show a fabricated identity. Adds POST /portal/subject-state: when the lead has no property state yet, the borrower can set it from chat; it flows through patchEstimate (and its assignment pool re-entry) like any other claimed fact, which unlocks the license line.
