provisionMaxedOutMasterModel force-enables every app for the platform org, and that breadth is deliberate — pre-launch dogfooding is what the model is for. But it read isDeprecated() from the enum, so an app an operator retires from the Apps & Features tab would come back force-enabled on the next initializer run. It asks the catalog now. It still force-enables apps that are not yet offered; only retirement is honoured. KamoCRMPricingLoader.load() opened with `if ("123".equals("123")) return;`. The method is already disabled at its only call site (DataLoader:191, commented), so removing the guard changes nothing today — but left in place it would silently no-op for whoever eventually uncomments that call, which is a worse failure than not running at all. The call site stays commented: turning plan seeding back on is a billing decision, not a cleanup.
