Both were missed when FeatureController moved onto the app catalog, and both would have disagreed with it the moment an operator published an app. OrganizationController duplicates FeatureController's auto-provision loop, so an app made available at TESTING would have been provisioned by one and skipped by the other depending on which endpoint the org hit first. POSController.isUnreleased hides catalog rows for apps that "have not shipped yet" from the public pricing catalog. Keyed to the enum's stage, publishing an app would have left it invisible to buyers with no way to correct that short of a redeploy — which is the thing this feature exists to avoid.
