**************** diagnostics are operator tooling, not an access rule, so the tab now sits at **************** behind the platform-admin guard instead of MANAGE_ACCESS_RULES. Moved in all three places the tab is declared: the Security page (removed), the Configuration page (added, with help copy in that page's HelpTip shape), the settings sub-option menu, and the settings landing cards. The component keeps its components/settings/security/ path and message namespace so the 22 locale files stay valid; its en/locale strings for the tab title, help and card moved in kamo-translation-dictionary (pushed first).
