The version history draws a template's fields over each version's pages. It asked for them through a document version (/{imgId}/{n}/design), and a template's working copy has none: its fields were saved after the last snapshot, at a design version no document version names yet, so the current state could not be drawn under Manual versioning. GET **************** reads the layer by design version instead, behind the same gates as the rest of the history. A file has no layer and answers with none.
