The dispatch sends the same letter MediaService does, so its audience has to move the same way: every participant in the report's thread minus whoever acted, each with their own greeting and their own timezone, rather than the reporter alone. The participant walk is duplicated here rather than shared, and the duplication is deliberate — this service has no MediaService client, and adding one so a dispatch can address an email would put an HTTP call on the path of the status write. The rule it repeats is two lines, and both sides go through the same `SystemBugStatusEmail` predicates.
