?status filter on markets list; remove redundant DELETE

GET /api/security/commerce-markets now takes an optional status=active|archived|all (default active) so the settings Archived tab can load archived markets. Drop the DELETE /{id} endpoint — it was a soft-delete (isActive=false), redundant with PATCH /{id}/active. Markets are archived, never hard-deleted.
