Reports are defined as Java classes in kamo-shared-library and rendered by one capability-driven frontend, so adding a report is a new class and nothing else. Records the decisions that are not obvious from any one file: why the renderers stay out of the shared library (pdfbox + poi-ooxml would land on ~60 services), why every report class carries @ConditionalOnProperty (a bare @Component needing a repository has CrashLooped the fleet four times), that row-level scope comes from each report's own domain rights rather than new ones, and the landing order that keeps the dictionary, the DDL and the services from deploying out of step.
