The !isRootOrg gate hid the tab on root orgs and blocked org owners and self-viewers from reaching their billing page from "My Account". The PlansBillingTab itself already handles the empty/no-account state gracefully, so this gate was unnecessarily restrictive. Also drop the matching hasParent condition on the /settings landing Plans & Billing card so the route is reachable everywhere.
