A god may fix their own address from any workspace

The tenancy rule refused a god-eligible caller on their OWN record whenever their session was in an organization other than the one that owns the account. That rule exists to stop one organization changing how somebody signs in to another; a god operator and the System User are platform identities rather than a tenant, so it does not describe them, and applying it anyway left a dead end with no safety benefit — the same person could already do it from the Users tab or from the owning organization. Bypassing the tenancy rule is not the same as skipping proof of the mailbox. Their own address still goes through the verified flow, because for your own address the proof is the point.
