A retire skips every open hire step and adds TASK_HANDOFF, so by the server's count the hire is COMPLETE and the checklist read "Complete — Everything is set up." over a mailbox that was never made. A retired AI whose hand-over failed read "Needs attention — Everything is set up." checklistHeadline() heads the checklist Retired when the TASK_HANDOFF row is there (only a retire writes it, in the same transaction), and ATTENTION still wins so a failed hand-over stays actionable.
