A take-over ends only once its VNC password is sealed

VncAccess cleared the take-over in memory and then wrote the password file. When the write failed, x11vnc kept accepting the take-over password while the agent told the Tool Plane control was over, so the AI could act under a person still at the keyboard. An expired take-over had the same gap. Every change now writes the file first and becomes the agent's state only once the write succeeded (SP98-M-3).
