A blank internal secret answers 503 on /transcribe too

/transcribe answered 403 when **************** is not configured; master §7 item 13 asks 503 of every internal endpoint, which its sibling /transcribe/detailed already answered. The check now lives in the one refusal both endpoints share (SP98-L-1).
