Allow upload options to scroll in embedded DocManager

Uploads tab container was overflow:hidden, clipping per-file options (description, folder, doc type, access level) in height-constrained embedded contexts. Changed to overflowY:auto and added padding to MultiFileUploader root so options are always reachable.
