DataLoader now calls **************** after the AppMortgage-engagement backfill. Sweeps every existing MORTGAGE CommerceMarket and ensures its program Offerings are provisioned. Covers markets that were created before the createMarket-side hook landed — specifically the ones the user added via Markets & Fields prior to this deploy. Idempotent: a fully-bootstrapped system logs "all markets already provisioned" and skips.
