Bootstrap mortgage program offerings on market create + boot backfill

When the user creates a CommerceMarket with commerceType=MORTGAGE — via the Markets & Fields settings tab — the market needs program Offerings under it for downstream commerce surfaces to point intents at. Previously this only happened lazily on the first AppMortgage create, so newly-added mortgage markets sat empty and KamoLOS-side admins saw no effect from adding one. - **************** when type=MORTGAGE, call **************** market) after save. Wrapped in try/catch so a program-seeding failure doesn't block market creation (KamoLOS reads programs from the Program registry, not Offerings). - **************** sweeps every existing MORTGAGE market and ensures its offerings are provisioned. Used by SecurityService DataLoader on boot to cover markets created before this hook landed. Idempotent — steady-state boots are a no-op.
