SendTransactionalRequest takes an optional bcc list, carried through sendToUser and deliver onto the SMTP envelope — including the platform-address retry — so a copied person gets exactly the message the addressee gets. blindCopies trims, drops the addressee and duplicates, and caps the list at 25. No existing caller changes: without bcc the send takes the path it always did.
