Webinar_notify_member, the team members copied on presenter emails

One row per (organization, team member): the Additionally Notified list on the Scheduled Webinars settings tab. MediaService blind-copies these addresses on every webinar email sent to a presenter for the organization that owns the webinar type. A new table, so no table other services read is altered; no rows means nobody is copied. Applied to production 2026-09-13.
