ChatEmailNoticeService named the recipient org's first domain whatever its state. The reported case: Exec2Exec letters to makeitpopsigns.com, sent before its DNS was verified, linked to internal.makeitpopsigns.com, which answered nothing. Every button now uses OrgLinkHosts.internalOrigin: the org's own console once its domain is live, the platform's until then. OrgDomainResolver delegates to OrgLinkHosts.linkRootDomain, which is also right for the avatar host: every theme host serves the one public bucket. A guard test refuses a new private domain rule in this service.
