The first configuration of the generic Compliance Requirements engine: a member cannot withdraw commission money until a Form W-9 is on file. Earning and balances are never hidden or blocked. - Member: "Before You Can Withdraw" checklist card above the balance on My Commission and My Payouts (Not Started -> In Review -> Done track, the server's plain reason, one button to the package, a note that an uploaded copy is checked by HR first). Request Withdrawal stays visible, disabled with the reason and a one-tap Complete Form W-9; a refusal re-reads the gate. - Package wizard: Alternative Completion cards "Fill It Out Here" / "Upload One I Already Completed" for packages that allow a completed copy; the upload says HR will check it before withdrawals unlock, then shows the review status. - HR: Compliance Requirements card on a member's Legal & Compliance tab (Record On File, Waive, and — Override Compliance Gate only — Let One Withdrawal Through), each a two-step act with a reason and confirmation. Pending withdrawals in the Commission Processor say what they wait on and offer the same one-withdrawal override. - Settings -> Human Resources -> Requirements (new tab + menu entry): requirement cards with the "From Kamo" badge, On/Off switch (turning off a gated one asks first), audience, triggers, gates, how it can be completed, validity, "New Edition Available", New Requirement. - HR -> Legal & Compliance -> Compliance Matrix (appended ?sub=matrix): members x requirements, summary tiles, "Blocking Someone Now", search, per-cell actions, Send to Everyone Missing. - My Requirements card on the member's own Legal & Compliance tab. - /api/docs/compliance relay (never relays /internal/**), alternative-upload relay. - Every read that decorates a money screen degrades to "nothing required" when DocsService or commission-service has not shipped the fields yet; the server enforces and fails closed. - RoleRightType mirror: MANAGE_COMPLIANCE_REQUIREMENTS (701), OVERRIDE_COMPLIANCE_GATE (702), HRS. - Help: three help-center articles, help links on every new surface, an HR tour step.
