WebKit (Safari, DuckDuckGo on macOS — the reporter's browser) only autoscrolls a text field toward the END of its text during a drag-select: dragging up out of a long chat message, or left out of a single-line field, stopped the selection at the visible edge, so the text could not be fully selected with the mouse. SelectionAutoscroll, mounted once in AuthedChrome beside the scrollbars, watches mouse drags that start in a textarea or text input. While the pointer is outside the field it scrolls the field toward it each frame and moves the selection's focus to the caret under the clamped pointer (found with a mirror layout, since no hit-testing API reaches into a text field in every browser). If the field scrolls by itself during an excursion, that is native autoscroll, and it backs off for it, so Chrome and Firefox are not scrolled twice.
