Replaces the Coming-Soon placeholder for the hmda route. Ethnicity uses the tri-state lookup with an inline sub-checkbox block when Hispanic is selected (Mexican/PR/Cuban/Other + description). Race renders as five toggle blocks (American Indian, Asian, Black, NHPI, White) with conditional Asian and Pacific Islander sub-checkbox grids underneath. Sex, collection method, and the three visual-observation flags hang under the verification footer.
