Ports the KamoMLOS client scorer (lib/los/scoring.ts) into SecurityService LOE-Core: LoeCoreScorer scores the org's effective program catalog (baseline deep-merged with org overlay) against a borrower AppSnapshot — identical LTV/DTI/occupancy/reserves/ VA-entitlement/reverse-age checks — returning ProgramScoreDTO in the exact client ProgramScore shape. POST **************** Server-first: this ships before the §9 Phase 3 client-scorer deletion. 3 tests green.
