Migrates the authoritative ProgramRuleset data from the KamoMLOS client ruleset files into **************** (17 codes, extracted faithfully) and replaces ProgramSeederRunner's rulesetJson("{}") placeholder with real per-code rulesets loaded from the classpath. Idempotent: inserts missing programs and upgrades existing "{}" placeholders to real data, never clobbering operator edits. Applied on the next KamoInitializer run (user-run). Prereq for the §9 Phase 2 server scorer that deletes the client scorer.
