Pin pnpm to 10.34.3 so build-script review lists are honored

Unpinned 'npm install -g pnpm' now resolves to pnpm 11.8.0, which dropped **************** in favour of allowBuilds. The repo's review lists were therefore ignored, every build script counted as unreviewed, and strictDepBuilds (default true) failed the deps-stage install. Pin both installs to the latest 10.x, which honours the existing config and the --allow-build CLI flag, restoring deterministic builds.
