PURCHASE_REQUEST_SUBMITTED (to everyone who can approve, gated on APPROVE_PURCHASE_REQUESTS) and PURCHASE_REQUEST_DECIDED (to the person who asked, gated on MANAGE_PROCUREMENT, the right needed to ask), appended last, so a member can silence purchase requests without silencing everything else that arrived as GENERAL. Stored as a string; member_notifications.kind and the channels table carry no CHECK constraint, so no DDL.
