PURCHASE_REQUEST_SUBMITTED (kamo-shared-library 6a765c18) asks for APPROVE_PURCHASE_REQUESTS, the right SecurityService chose its recipients by; PURCHASE_REQUEST_DECIDED asks for MANAGE_PROCUREMENT, the right needed to send a request, so an approver's right never hides a requester's own answer. Both need the Procurement app. Listed after the invoice, with their own generic spoken lines.
