Queue builds instead of cancelling them, and skip a run once a newer commit is on main

Owner report 2026-11-08: builds kept running and never completed. A clean build takes ~20 minutes while main gets pushes every 10-20 minutes, so cancel-in-progress cancelled every build before it finished and nothing deployed for hours. Runs now wait for the running build; a queued run whose commit is no longer the head of main skips its build and deploy, so the latest commit always ships.
