Owner report 2026-11-08: builds kept running and never completed. A clean build takes ~20 minutes while main gets pushes every 10-20 minutes, so cancel-in-progress cancelled every build before it finished and nothing deployed for hours. Runs now wait for the running build; a queued run whose commit is no longer the head of main skips its build and deploy, so the latest commit always ships. The rollout wait is raised to 20 minutes: pods take ~5 minutes to become Ready under current load, so a two-replica rollout sat right at the old 10-minute limit.
