Regenerate /etc/freepbx.conf on restart

/etc is ephemeral (not a hostPath), so /etc/freepbx.conf written by the installer is lost on every pod restart. Added else branch to regenerate it from env vars when bootstrap.php already exists, so the admin UI can connect to MariaDB on all subsequent boots.
