Task 21 Step 5 and Task 38 Step 8 expected models_without_rows = 0, which spec §4.7.8's own capability set (20 of the 150 production models on 2026-09-25). Step 5 now lists the row-less identifiers, reads the leader's backfill line from both pods with --tail=-1, and states that o3-mini ends f (it reads t before the backfill).
