"Not already paying" means the VIEWER's own seat — the same question the Plans & billing page answers when it decides whether to offer them one. Worth stating, because the alternative reading (the organization's subscription) is the one a reader assumes, and the two differ for an owner whose org pays while they hold no seat. Agreeing with the destination beats being cleverer than it.
