A comp, like a first purchase, created its seats UNASSIGNED and seated the owner alone. Everyone else waited for the owner to hand seats out in Billing, which nothing told them to do: Harmony Home Loans was comped Enterprise for ten seats and ran six weeks on two, its loan officers refused calls with "This needs a licensed seat". OpenSeatFiller fills the open seats with employed human staff, owner first then oldest first. It skips AI members, pre-hire and separated staff, fake and system accounts, and anyone already seated or claimed by another account's group. It only acts on the organization's own subscription (holder is an owner of the target org, no billing group), so a self-payer's seat is never shared. Re-comping a live organization also deleted every licence row and re-seated the owner alone, throwing its staff off their seats. The rows are now kept and topped up to the comped count.
