Plans the two per-phone-server settings the owner asked for (2026-09-28): a default for whether a new extension, human or AI, starts allowed to dial out (off by default, replacing AiVoiceAssignmentWriter's unconditional true for AI lines), and four optional, off-by-default toll-fraud guards (international, premium-rate, ten curated high-risk NANP area codes cited to the FCC's "'One Ring' Phone Scam" guide, a custom prefix list), enforced in FreePBX's dial plan and pre-flighted in kamoai-service before an AI ever dials. Corrects the brief's assumption that SecurityService's MemberCreationService provisions phone extensions (it doesn't). 15 tasks + verification on the platform org's real instance, no call placed. Notes overlaps with sp95:7 (same AiVoiceInstanceSettings entity) and sp98:15 (same kamo-internal settings card).
