The trial was seeded pending and started on the owner's first sign-in, because an org was unreachable until its DNS verified — starting the clock at creation would have burned the trial while the owner was still configuring a domain and could not get in. An org is usable the moment it exists now, so that reason is gone, and deferring the start would hand out a working org whose trial has not begun. Seeding is also how a broken org gets healed, though, and the boot-time backfill runs with nobody present on orgs whose owners have never had a working workspace. TrialStart marks the difference: NOW everywhere somebody is actually there (creation, and the owner's own bootstrap-billing), ON_FIRST_SIGN_IN for the backfill, which keeps the pending seed so maybeStartTrialOnLogin still gives them all three days when they arrive. The 13 orgs already sitting pending are deliberately not backfilled, for the same reason.
