resolveLogoUrls built the logo URL from the org's first domain whatever its state, so an org still setting up its domain got a logo URL that could not be fetched, was not inlined, and reached the inbox broken. It now uses OrgLinkHosts.liveRootDomain, falling back to the platform theme host, which serves every org's folder. Guard test added; the no-reply FROM domain and sending-domain management are allowlisted, since they are not links.
