The AI endpoint writer does nothing until FreePBX has generated its endpoint file

Without pjsip.endpoint.conf nothing is known about which extensions exist, so Apply wrote empty managed AI sections (and reloaded), which would take every AI extension's LiveKit contact away. It now does nothing at all in that case, as WebRTCReconciler already did (SP98-L-2).
