The card on the deliverability history's "who"

EmailService now sends the member behind each change in an address's opt-out history (actorMemberId, text). On Settings → Email → Deliverability a colleague's name there opens their member card, as it already does on the Opt Out tab's history. The recipient, the system and a colleague the ledger could not name stay words, and an entry without an id reads exactly as before.
