The Tooltip wrapped the whole TextField, so it anchored to the same box the select's option list opens over — at the default bottom placement it landed directly on the options you opened it to read. Hover still drives it, but the menu now wins: the open state is controlled, and the select reports its own open/close through slotProps.select, so the tooltip stays shut for as long as the list is up whatever the pointer or focus is doing. Placement moves to top as well, out of the space the menu drops into — there is room above it in the section-header action row.
