Two hand-authored Security and Access articles beside the PHI pair. The concept says what a disclosure event is (who passed on what, to whom, on what basis, under which decision), what each decision label means, Audit against Enforce with the Would rows and tiles as the readiness report, identifiers never content, nothing ever deleted, and who can read it (View Access Logs; an SI member's supervisor without source names). The how-to covers Settings > Security > Disclosure Log and its filters, the Disclosure history entry on the seven record surfaces, the SI member's Disclosures card and run section, and exporting (Export Access Logs; the export is itself recorded). The section page lists the pair; manifest.json and relations.json are rebuilt (the PHI pair gain the two links; Security's how-tos move down one place). A test pins placement, authored flags, labels, SI wording, no company name and resolving cross-references.
