The SI Assistant tour opens its window when a step points inside it

A member who went past 'Open the assistant' without clicking it was shown 'This part isn't showing on your screen' on every following step. A step can now name the dock tool it points inside (opensTool); the seek opens it once when the element isn't on screen.
