Voice quiet hours are a partial update and switching them off keeps the member's hours

PUT **************** wrote quietEnd = quietStart to mean 'off', so turning quiet hours off, or saving without quietEnd, lost the member's end, and turning them back on reset to 21:00-08:00 (found by the web and certification lanes). Absent fields are now left as stored, and quietEnabled only sets the new voice_quiet_enabled flag (shared-lib 239b0728, column applied by hand).
