Add MlosVendorClient (X-Internal-Auth → MLOSVendorService /api/vendor) + mlos.vendor.url config, and app-scoped endpoints: GET /{uid}/vendor-orders (operator view) and POST /{uid}/vendor-orders (staff — place an appraisal/title/HOI/VOE order, optionally bound to a THIRD_PARTY requirement so its callback satisfies it). orgId + loanFileUid resolved server-side; the vendor rail's honest status is relayed, never fabricated.
