Why you might not get one
Notifications come in kinds — a new lead assigned to you, a document waiting for signature, a mention in a chat. Each kind belongs to a feature, and each kind is tied to a permission. If a feature is switched off for your organization, or you don't hold the permission the notification is attached to, you won't receive it and nothing will say so.
That's the usual explanation for "everyone got told except me". The fix is a permission change, and it's an administrator's to make.
Badges
The number on the bell counts unread notifications. Chat has its own separate count, and so does the system bug indicator — three badges, three different things being counted. They don't add up to each other and aren't meant to.
