The two master-note panes shipped with no right at all — "My Master Note" and "Our Master Note" were on every member's launchpad unconditionally — and this is the deploy that puts them behind a grant. Without a seed every organisation on the platform would lose both panes on the next restart and have to go and switch them back on, which is exactly the "a new right silently REMOVES access that already worked" case NEW_RIGHT_SEEDS exists for. VIEW_NOTES is the lineage rather than "everybody", because it is the population that KEEPS the notes: GET /api/notes/master takes VIEW_NOTES now, so a member without it has nothing for the widget to show, and seeding wider would put an empty pane on the launchpad of exactly the members the change is about. ADDED seeds here, unlike the picture frame's — these two panes are already on every launchpad and already hold the member's own writing, so arriving switched off would read as the platform having deleted them. OPTIONAL and MOVABLE seed so a member can now do what they never could: take one off, or put it where they want it. REQUIRED does not seed, as for every other widget: pinning something to every member's home page immovably is a decision an organisation makes.
