New MORTGAGE market config tab for per-tenant risk overlays: category (credit box / geo concentration / property type / loan amount / fraud / exposure limit) + action (deny / refer / counteroffer / flag) + optional product-variant scope + effective window + an optional JSON rule expression (validated for parseability client-side, mirroring the server 400). Add/remove rows; removal is a hard delete. Renders after Investors, before the always-on agreements tab. configTypes/configApi mirror the D31 collection pattern; i18n via the kamo-translation-dictionary repo.
