VIEW_BULK_EMAIL and MANAGE_BULK_EMAIL now cover the campaign and provider surfaces in EmailService, which checked nothing, joining the recipient resolver in SecurityService that has been gated all along. Also records the triage of reports, dashboard and tasks without acting on it. Those four rights name three pages that exist on disk and are backed by nothing — sample posts from i18n, a task canvas held in useState with no fetch anywhere, and a reports view that imports only framer-motion and next-intl. None is linked from navRegistry and no AppType claims them, which makes the deletion case stronger than referral codes, where the MARKETING AppType advertises the feature as COMPLETED. Not executed: four irreversible ids, and the pages carry i18n keys translated into 22 languages, which is investment suggesting intent rather than abandonment.
