Gating the LOS proxy made PLOS_* enforced, but they stayed on the unenforced list, so the editors were showing 'Not yet enforced' against six live gates. Third time this exact bug has appeared, and again from the analyzer missing a use position rather than from the list being edited. The LOS gate has the same shape as LegalPackageAccess: the right is a literal in a lookup helper (return 'PLOS_VIEW_PIPELINE') and a variable at the check (ksemHasRight(session.merged, right)). Argument and receiver position both missed it. Added RETURN position — returning a right name is using it, not discussing it — which is derived from structure like the other two rather than a name list. Ground truth still passes on all 13. 148/196 enforced, 48 decorative.
